KISUMU COUNTY ASSEMBLY ADJOURNS INDEFINITELY AS SPEAKER TAKES MACE TO POLICE STATION.

BUSINESS Operations at the Kisumu County Assembly has been paralyzed after its Speaker Ann Adul yesterday adjourned it indefinitely.

Following the move, the fate of the Finance Bill now hangs in the limbo because it has not been passed into law with the deadline being yesterday {Tuesday}.

On Tuesday this week, Kisumu County Assembly Speaker Ann Adul indefinitely adjourned the operations of the county Assembly after a serious disagreement occurred following a move by some MCAs who wanted to bring in a motion seeking to dissolve the County Assembly Public Service Board.

In a strange twist of events, the Assembly’s Mace which is the sole symbol of Authority at the County Assembly has been taken by the Speaker Ann Adul to the Kisumu Central Police Station in unclear circumstance, a move that a number of MCAs led by the Majority Party Leader has vehemently condemned terming it as ill-advised.

However, a section of more than 30 MCAs led its Majority Leader Samwel Ong’ou out the total 49 MCAs has dismissed the move as illegal and maintained that there is no such reports in its Yesterday’s  Hansard records about the indefinite adjournment of  the Kisumu County Assembly by the Speaker.

“We have been taken by a surprise after one of the officers at the Kisumu County Assembly’s Clerk officer informed some of the MCAs that the Speaker had directed that there is no season today {Wednesday} and proper reasons for this has not been given,” Ong’ou said in a press briefing after attending today’s session at County Assembly without the Speaker or her Deputy.

He said the MCAs who were in attendance decided to seat at the Assembly as a committee of the Whole House, adding that they summoned the Chief Sergeant at-Arm to explain how the mace was taken to the Police Station.

The MCAs who were present also resolve to investigate the office of the Speaker on how the Mace was taken to the Police Station, adding that they also want clear explanation on what the police and the Speaker were doing at the County Assembly at night.

He added that they have also suspended the Acting Clerk to the County Assembly in line with the disappearance of the Mace from the County Assembly.

On the other hand, a group of MCAs allied to the Speaker led by Deputy Speaker Pamela Apondi Omino said the problem started when the County Assembly begun to summon County Executive Members so as to shade more light on various issues.

They said the entire scenario revolves around the Supremacy battle among some leaders at the Kisumu County.

They said even if the County Assembly Public Service Board was to be removed there is laid down regulations on its removal.

They claimed a serious division is there among the Members of the County Assembly Public Service Board, claiming that the Leader of Majority Samwel Ong’ou is not ready to work with other Board Members to execute its mandate well.

They called on the Governor Jack Ranguma to come up and help bringing all the leaders of the Kisumu County together.
