KISUMU WOMEN REP NYAMUNGA CRITICIZES UHURU WAR ON CORRUPTION

BY OUR CORRESPONDENT
The recent move by president Uhuru Kenyatta to insist that Governors, Senators and Mps to resign over corruption continues to attract sharp criticisms as a section of Women representatives term it illegal and an act of dictatorship.

Led by Kisumu Women representative Rose Nyamunga the leaders fired back saying that the president had no moral authority to call for the resignation of County leaders adding he should only focus at national level.

This comes even as the head of state maintained that the constitution states that once the integrity of an elected leader is in question, he should no doubt resign.

Speaking in Nairobi immediately after landing from an International trip Mrs. Nyamunga called on other leaders and members of the public to come out gun blazing in resiting the move by the president.

The president through State House spokesman Manoah Esipisu said that there are no grounds for the legislators to refuse to resign from office over corruption allegations since they are elected leaders.

The Kisumu Women representative view has been echoed by Governors who are now preparing the ground to for a seemingly hairsplitting legal duel in fight of what appears to be an Executive directive.
Already the Governors lawyer Ahmednassir Abdullahi has set the ball rolling by advising the governors mentioned in a report on corruption to stay put.

KISUMU SCRIBE FEARS FOR HIS LIFE AFTER THREAT FROM DREADED GANG LEADER.

BY OMARI AKELLO

A KISUMU based journalist is living in fear following death threats from a man believed to be a senior member of a dreaded criminal gang in the Lakeside City.

The scribe Mr. Jared Opiyo was forced to report to the regional CID boss Moses Ndindi and other top government officials after he was confronted by one Audi Ogada who issued him with threats on the ground that te journalist was snooping and exposing their criminal activities in the region.

Mr. Audi Ogada who camouflages as the de facto chairman to a group dubbed Kisumu residesnts voice attacked the journalist last week when the two bumped onto each other at the Kisumu court of appeal during the hearing of impeachment case against Kisumu County Assembly speaker Ann Adul.

Prior to the incident Mr. Ogada had at one point trailed the journalist at his Estatae in Dunga beach accompanied by a battery of goons from the terror Unit where they warned him together with another journalist Omari Akello against exposing the group’s activities.

Jared Opiyo filed a story that was authoritatively reported by Weekly Citizen indicating a
money minting racket in which Kisumu county government loses a whooping sh 3 million daily through corrupt traffic and KRA officers in cahoots with bus stage cartel has been exposed.

They story exposed how American marine group members widely linked to the former Prime Minister Raila Odinga are leading a flashy life courtesy of untaxed revenue a move that is said to have contributed to the poor performance posted by the Kisumu county government, which recently scored one percent in World Bank rating.

The dirty money according to our investigations is collected by two well known ghost workers from the Kisumu county government operating under blessings of troubled governor Jack Ranguma.

The duo said to be equally rich given their position in the corruption mix are one Muga and Rashid Onda and who have not been affected by the usually frequent transfers.

Others controlling a catalogue of dubious businesses at the bus park stage are Jacksnee,Jacktone Ojuang aka Ponge, Daudi,Paulo and Kobi who is also believed to be in money laundering business for the cartel.

Apart from enjoying un-taxed money the group has also been accused by matatu owners of charging sky-scraping illegal fee for one to be allowed enter the stage and collect passengers.

‘’We are calling upon the government to intervene and rescue us from this group who have threatened to unleash terror on us whenever we fail to cooperate’’ said one matatu owner who requested not to be named for fear of victimization.

And recently  a manager at the National petrol station at the stage complained to this writer saying the dreaded group has turned his place into a parking place and his move to kick them out of the place have only been met by threats.

During the confrontation Audi chest thumped saying he was the chief engineer in current troubles facing their historical opponent group China Squad believed to be propagating president Uhuru Kenyatta ideologies.

‘You should get it clear that I am a dangerous man and I have all the powers to dictate which police officer stays in Kisumu’ he told the journalist adding that it was through his influence that another veteran scribe Anderson Ojwang was fired as the Kisumu bureau chief.

The furious regional CID boss however confirmed to the scribe to remain bold in performing his duties and promised to summon Audi to his office for the purpose of recording a statement.

BY OMARI AKELLO

Speaking to press on phone Nyamunga condemned the ugly incident coming at a time numerous male MPs have been accused of meting sexual assaults against vulnerable women.

‘Women should be respected and I personally call upon relevant authorities to quickly swing into action in ensuring that the MP is punished for such inhuman act’’, she posed adding that should the MP go unpunished then it would be impossible for women to attend such trips with their male colleagues.

Turbo MP Elisha Busienei sent a barrage of messages to an internal platform Whatsup used by MPs, giving details of how her colleague attempted to solicit sex from her.

Joyce Lay, the woman representative of Taita Taveta County, has accused randy MP of insulting her after she allegedly declined his sexual advances at their hotel in Japan.

Ms Lay, who was among a group of MPs drawn from the National Assembly Committee on Defence and Foreign Relations who traveled to Japan with President Uhuru Kenyatta, said the MP called her "useless" after she turned down his advances.

The woman representative is accusing the hyena, a first term legislator from Rift Valley region, of manhandling her in her hotel room last Wednesday night.

GREEDY HOMA BAY MCAs DEMAND SH. 7 M BRIBE

BY OUR REPORTER
Members of a Budget Committee for Homa Bay County Assembly have threatened to disband the assembly board unless they are given a bribe of Ksh. 7 million

The skyrocketed demand by the ten MCAs was solemnized on 27thand 28th January in a meeting held at Sunset Hotel in Kisumu in which they resolved to hook Ksh. 700,000 for each putting the board under siege.
The committee led by Public Account Committee chairman, Wanjala Kasera (Kanyikela ward), Public Investment Committee chairman Otuoma Wanga (Gem West) and Budget chairman Sam Okumu (East Kamagak) registered their disgust with the board accusing it of ‘’favouring’’ nominated ‘’illiterate’’ women MCAs.

“It is quite disheartening and equally dishonorable for the board to pay attention to women MCAs who are illiterate and belongs to the lowest political ladder and ignore our interests as true representatives of the people,” they said.

Wanjala, Wanga and Okumu are among those who benefited from the former board in which a Mr. Nyamokeri, who was seconded to assembly by Transitional Authority (TA) as interim clerk helped them loot millions of shillings which cannot be accounted for.

To demonstrate how power has got into the head of these MCAs, Wanjala, reportedly confronted Eliud Otieno (minister) to pay a contractor, a Kenya Somalia who had extorted from sh. 300,000 without regard to laid down procedures of Public Procurement Act and worst still, the company Wanjala wants to be paid, Nairobi Logistics Company is not prequalified.

“Everybody came here to make money and nothing else. Look at the kind of investment Mr. Nicholas Koriko (Minister for Finance), Eliud Otieno (Transport and Infrastructure), Isaiah Ogwe (County Secretary), Julius Polo (Auditor), Dan Lieta (accountant), and Joseph Rading (County Principal Finance Officer) have done overnight? While here we are told to uphold prudence in financial management,” posed George Otieno alias Jazben (Kendu Bay Town ward).

“This cartel is better off and is ready to throw off governor Awiti like a hot iron and use their financial might to jump into another government should Awiti fail to recapture his seat come 2017,” added Wanjala.

Sources at the Treasury who talked to us at pains corroborated the allegations that the six members of the executive, popularly referred to as The Dreaded Reptiles, mentioned above are stinking rich following free hand they have over Treasury and are wallowing in cash any time of the day, month or the year.

To the agreement of members, Jazben observed that 2015 is the only year they can make money or else they will lose out as political temperatures will start rising in 2016 ahead of general elections.

“We can’t suffer just because the assembly board is strict with finance. We’ve no option but to disband it” Okumu was heard saying adding that he better lose his seat with something to survive on rather than adhere to regulations yet guys in the executive have bought big cars, bought estates in Nairobi and put up posh hotels without blinking their eyes.

Currently the county government operates in a crisis and cannot even afford a bunch of gloves for hospitals, fuel for some departments due to consistent and deliberate failure to pay fuel suppliers, stationeries.

“You may ask yourself why Koriko, Ogwe and Polo have deliberately thwarted proposals of outsourcing revenue collection yet we get a paltry sh. 30 million quarterly against a possible sh. 100 million which can see us raise more than sh. 400million per year. It is because they share the loot,” added Wanga.

But Julius Gaya (Central Karachuonyo ward), Johnson Ochola, chief whip (Kochia ward), Geoffrey Anyango alias Gudi Gudi (Kabondo West) and Imelda Nyabwa (nominated) however, opposed the move saying the board has demonstrated proper financial management and accountability which was lacking previously. Kojwach ward representative Christopher Mbata was reported to have not taken sides.

Raw thirst to make quick money prompted the very budget committee to inspect the stalled Kadongo-Mawego-Kendu Bay road just for blackmail thereby subordinating Transport and Infrastructure Committee headed by Peter Kaula (Wang’chieng’ ward) to carry its mandate. Kaula Committee was irked by the move and threatened with dire consequences.
